Why cant i go to this Website?

ok im trying to go to this website and i get Error 138 (net::ERR_NETWORK_ACCESS_DENIED): Unable to access the network. i have looked into it and it not my firewall or anti-virus, could it be the website, if you have a way you think you can solve this please tell me. Windows 7 on Google Chrome (website doesnt work on any of my internet browsers ex. Firefox, etc.
