Google Chrome connection refused?

ok iwould go to control panel and reinstal or delete it then use internet to reinstall it or on contol panel and repair it btw its the add and remove programs icon u need to do this on also for the pictures there will usually have a pop up i forgot whats on it but the pop up should have a yes or no u need to press no and if that doesnt work try restarting it or putting google chrome to factory settings and if that doesnt work try to contact a google specialist
