I cant connect to google chrome Error 102(net::ERR_CONNECTION_REFUSE… : The server refused the connection.?

please help i've gone to internet options and LAN settings and checked and unchecked everything. i read that clearing my cookies might help but i dont know how to do that.maybe i have i just dont know that i did. please any suggestion might help.
